USIBWC selects PCL Construction for SBIWTP expansion in California 

The contract entails the design and construction of the SBIWTP expansion and rehabilitation in San Diego.

The US Section of the International Boundary and Water Commission (USIBWC) has finalised a contract with PCL Construction for South Bay International Wastewater Treatment Plant (SBIWTP) project. 

The contract entails the design and construction of the SBIWTP expansion and rehabilitation in San Diego, California. Total programme costs are estimated at $600m. 

SBIWTP is a federal facility located at the US-Mexico border. 

PCL Construction has chosen Stantec to lead the design phase, using the design-build delivery model.  

PCL civil infrastructure division district manager Ankur Talwar said: “With decades of experience in wastewater construction, we bring a deep understanding of the complexities involved in projects of this scale.  

“Drawing on our long history of partnering with Stantec, we are committed to delivering a successful project and providing essential infrastructure enhancements to provide clean water to San Diego and Tijuana.” 

The project's goal is to enhance the existing infrastructure and increase the plant's treatment capacity from 25 million gallons per day (MGD) to 50MGD, with a peak hydraulic capacity of 75MGD.  

The initial phase of the project, valued at $42.4m, involves Stantec's design work, which is expected to reach completion within 20 months.  

Following the design phase, PCL Construction will undertake the construction work, projected to span approximately five years. 

Besides, the plant will continue operations during the renovation and expansion process. 

The expansion of the SBIWTP, in conjunction with wastewater infrastructure improvements in Mexico, is projected to mitigate environmental concerns.  

It is anticipated to prevent up to 90% of untreated wastewater from reaching coastal areas. 

This initiative is part of a broader partnership that includes the US Environmental Protection Agency and aligns with the objectives set forth in the 2020 United States-Mexico-Canada Implementation Act.
