Singapore’s LTA awards two contracts for Changi corridors enhancements 

Works at the Changi Southern Corridor are set for completion by 2034.

Singapore's Land Transport Authority (LTA) has awarded two civil contracts to Samwoh Corporation for the enhancement of road networks at the Changi Northern and Southern Corridors.  

The contracts, valued at a combined S$522.4m ($402.03m), are set to commence in the fourth quarter (Q4) of 2024. 

The first contract focuses on upgrading a segment of Loyang Avenue, Telok Paku Road, Nicoll Drive, and Changi Coast Road within the Changi Northern Corridor. 

The existing dual two-lane road from Loyang Avenue to Aviation Park Road will be expanded into a dual four-lane road as part of the Changi Northern Corridor transport infrastructure improvements.  

This expansion, scheduled for completion by 2030, is designed to support the intensification of developments in the Changi industrial and business districts. 

In addition to the road widening, the Changi Northern Corridor is expected to benefit from the completion of the Loyang Viaduct in 2028.  

This added infrastructure is expected to alleviate traffic congestion in the Changi North area.  

An environmental impact study has been conducted to assess the environmental impacts of the proposed road-related infrastructure works. 

The second contract entails enhancements at the southern corridor, including a new vehicular underpass and flyover at the interchange of the Pan Island Expressway (PIE), East Coast Parkway (ECP), and Airport Boulevard.  

The PIE will be widened between the Upper Changi Flyover and Changi Flyover, and a new road will be constructed parallel to the ECP. 

These enhancements are anticipated to smoothen traffic flow to and from Changi Airport and are expected to be completed by 2030. 

To facilitate the construction works, traffic diversions on the PIE and the ECP will be put in place. 

The improvements are part of a broader initiative to support developments in Changi East, including Changi Airport Terminal 5. 

The remaining tenders for the Changi Southern Corridor are set to be called from Q4 2024, with works expected to be completed by 2034.  

Last year, the LTA awarded a design-and-build contract for the West Coast Station and tunnels to Gamuda Berhad's Singapore branch.
