Morgan Sindall secures contract for Walsall waste management project

The contract has been procured via Pagabo’s Major Works Framework.

Morgan Sindall Construction has secured a £32m ($41.71m) contract from Walsall Council in the UK to develop a new Household Waste Recycling Centre and Waste Transfer Station at Middlemore Lane in the region.

The initiative is part of the council's strategy to modernise and elevate waste management services in the area.  

Procured through Pagabo’s Major Works Framework, the project aims to increase recycling rates and reduce landfill waste, aligning with local and national objectives. 

Pagabo framework manager Elliott Talbot said: “This contract award is a great step forward for Walsall Council, with the new facility set to make a difference to people across the area with access to better waste and recycling facilities - along with the reuse shop further increasing the social value from the project for the community.” 

The 6ha site, previously home to McKechnie Brass, will undergo soil reengineering using lime and cement stabilisation techniques before construction begins.  

Morgan Sindall will also manage surface water on the site.  

The new recycling centre will have a maximum capacity of 40,000 tonnes per annum (tpa) across 19 bays. 

Meanwhile, the Waste Transfer Station will handle up to 125,000tpa of municipal waste and recyclate, with additional capacity for future waste growth. 

The project includes installing weighbridges, service yards, ventilation systems, and office and welfare facilities for staff.  

Expected to be completed within 64 weeks, Morgan Sindall is responsible for all technical design and construction aspects of the project.  

Morgan Sindall Construction Midlands area director Richard Fielding said: “Waste management facilities are a crucial part of our everyday infrastructure, and through this partnership with Walsall Council and Pagabo we’re delivering high-quality, sustainable infrastructure to meet the needs of the local community. 

“Our team’s intelligent solutions approach has seen the project save over 350 tonnes of carbon, so we’re not only delivering sustainable infrastructure, but delivering it in the most environmentally friendly way possible.” 

In May this year, Morgan Sindall Construction secured a position in the third edition of the North Wales Construction Partnership Framework.
