Work starts on KQ Liverpool development’s next phase in UK  

Morgan Sindall Construction will conduct master-planning and enabling works for the £300m scheme.

Liverpool City Council has initiated the Paddington South scheme in partnership with the University of Liverpool.  

This project marks the next phase in the city's £1bn ($1.32bn) Knowledge Quarter Liverpool (KQ Liverpool) development in England, UK. 

Morgan Sindall Construction has been appointed to conduct master-planning and enabling works for the £300m site, making it ready for future developments.  

The procurement process was facilitated through the Pagabo framework. 

Paddington South represents the continuation of the Paddington Village initiative, a collaborative effort between Liverpool City Council and Morgan Sindall from 2017 to 2022.  

The council selected Morgan Sindall for the project back in 2017.  

The new development includes the transformation of a nine-acre public green space around Grove Street, aiming to enhance biodiversity by 10% as part of the city's broader urban greening programme. 

The city council has secured a funding package from the national government to purchase properties, including the former Smithdown Lane Police Station, which is set for demolition in the first quarter of 2025.  

Upon completion, the new green space will be integrated with the Liverpool Public Realm and Design for Access for all strategic planning documents.  

Morgan Sindall North West area director Steven Gregory said: “We are excited to be involved in this phase of works that will add not only green space to the community, but also encourage carbon-efficient commuting and biodiversity for wildlife to thrive in, which is central to Morgan Sindall’s ethos.  

“We look forward to delivering this phase, and to continuing our relationship with Liverpool City Council into the future.” 

The project aims to achieve zero carbon in operation, contributing to the council's 2030 carbon-neutrality goals and supporting the university's ambition for a net-zero campus by 2035. 

Morgan Sindall is also committed to investigating additional sustainability measures throughout the development such as reusing materials and minimising site waste.  

Moreover, the company will continue to focus on maximising social value during the construction of Paddington South.
