Jacobs chosen as PDB contractor for LA’s water equalisation basins

The company will oversee the design, permit, construction, and commissioning of the project.

Los Angeles Sanitation and Environment (LASAN) in the US has appointed Jacobs as the progressive design-build (PDB) contractor for the Donald C. Tillman Advanced Water Equalization Basins.

The new basins are a pivotal component of LA's strategy to augment recycled water production by 2035.

This project will bolster the capabilities of the Donald C. Tillman Advanced Water Purification Facility (AWPF).

The equalisation basins, with a capacity to store up to nine and a half million gallons, are designed to manage fluctuating flows and ensure consistent input to the AWPF.

This stability is crucial for the facility's advanced treatment processes, which aim to produce quality recycled water for groundwater replenishment as part of the LA Groundwater Replenishment (GWR) project.

Under the PDB contract, Jacobs will oversee the design, permit, construction, start-up, and commissioning of the project, with Kiewit serving as the lead contracting partner.

The company is already involved in the GWR project at the Donald C. Tillman site, with design-build contracts valued at up to $740m, encompassing the AWPF, an educational learning centre, electrical upgrades, and the primary equalisation tanks.

Jacobs Design-Build, Operations Management, and Facilities Services vice-president Greg Fischer said: "Managing limited water resources is a critical focus for California communities and for Jacobs.

"Our work with LASAN and the Los Angeles Department of Water and Power on the Groundwater Replenishment Project will help to provide a sustainable and resilient local drinking water supply for Angelinos."

Jacobs has a presence in California, contributing to infrastructure projects across the state.

These include the Pure Water Project for Las Virgenes-Triunfo, the ARCHES initiative for a hydrogen hub, and several other developments in transportation and environmental resilience.

This September, Jacobs was appointed by the New York Metropolitan Transportation Authority as the programme management consultant for the Long Island Rail Road station improvements project, with a contract value of $227.5m and an anticipated completion in 2026.
