GRAHAM has been awarded the Provision of Preconstruction Services Agreement (PCSA) for the Central Docks Infrastructure works at Liverpool Waters, marking a milestone in the regeneration of the historic 60ha waterfront site in central Liverpool, UK.

The company will collaborate with a supply chain team, including other contractors and suppliers, to refine the project's design.

GRAHAM contracts director Alastair Lewis said: “We are delighted to be named the D&B [design-and-build] contractor for this significant investment in infrastructure in Liverpool. The regeneration of Central Docks will not only enhance its aesthetics but also stimulate economic growth in the area.

“GRAHAM has a proven history of successful collaboration with Liverpool City Council and Peel Land & Property, and we are excited to bring our Early Contractor Involvement experience to this landmark development.”

The initiative will be executed in two phases. First, the design and preliminary works will be concluded, followed by the completion of both design and construction in the second phase.

The appointment of GRAHAM was facilitated through Pagabo's Civil Engineering & Infrastructure Framework, acting on behalf of the contracting authority, QE Facilities.

Pagabo North West regional delivery manager Paul Mawdsley said: “Located at a brownfield site, and with substantial innovations required to hit its ambitious sustainability targets, Liverpool Waters has unique needs that all had to be considered when finding the right contractor.

"Through rigorous procurement procedures, GRAHAM has been appointed to fulfil the requirements and we look forward to keeping up with the project as it develops.”

The PCSA phase is anticipated to extend over five months, paving the way for the project's completion by mid-2028.

The Central Docks project is part of a broader vision to revitalise the area, creating a mixed-use waterfront quarter that respects the site's cultural heritage while promoting economic and social regeneration.

The project will be split into four sections. These encompass the creation of a new public park and open areas, referred to as Central Docks Park; as well as the development of new roads, footpaths, utilities, and drainage systems as part of Central Docks Infrastructure.
