GDC selects MPA Delivery Partners for Hudson Tunnel Project in US 

The scope of project includes the construction of a new two-tube, 2.4-mile-long tunnel, and more.

The Gateway Development Commission (GDC) has selected MPA Delivery Partners as the delivery partner for the Hudson Tunnel Project (HTP) in the US. 

MPA Delivery Partners is a joint venture between Mace, Parsons, and Arcadis

The HTP, valued at $16bn, is a rail link between New York, New Jersey, and the Northeast Corridor within the country.

It is intended to enhance the daily commute for approximately 800,000 passengers.  

It aims to increase the capacity, reliability, and resilience of the rail transit system, which stretches from Washington, D.C. to New York and New England.  

Parsons North America Infrastructure president Mark Fialkowski said: “HTP is a critical, once-in-a-generation project that will embody the excellence of our nation’s future infrastructure.  

“We look forward to partnering with the Gateway Development Commission on unlocking the full economic and societal potential of the Hudson Tunnel Project.” 

The GDC has granted MPA Delivery Partners the notice to proceed for Phase A Task Orders, capped at $26.8m.  

This initial phase is scheduled from March to September 2024. 

Arcadis Mobility global president Greg Steele said: “The Gateway Hudson Tunnel will be a model of resilient infrastructure to futureproof safe and sustainable travel along the nation’s most economically vital corridor.” 

The scope of the HTP includes the construction of a new two-tube, 2.4-mile-long tunnel and the refurbishment of the existing North River Tunnel. 

The North River Tunnel dates back to 1910 and is noted to have suffered damage during Hurricane Sandy in 2012.  

This improvement is supported by the bipartisan Infrastructure Investment and Jobs Act, with about $12bn in federal funding earmarked for the project. 

It is said to be the largest federal investment in a mass transit project to date. 

Furthermore, MPA Delivery Partners has pledged to surpass the GDC's Disadvantaged Business Enterprise contract goal of 20.05%. 

Earlier this month, GDC awarded the first heavy construction contract for the HTP to Weeks Marine.   

The contract is for the Hudson River Ground Stabilization Project, which is a component of the HTP.
