Conifer Realty has been chosen to transform the former Downstate Correctional Facility into a mixed-use development in Fishkill, New York, US.
The project is set to introduce new housing, including permanently affordable options, and community spaces to the area.
The redevelopment is a multiphase initiative that will create up to 1,300 housing units and generate approximately 200 construction jobs over a decade.
This project's progression is contingent upon obtaining necessary approvals, including those from the ESD director, and compliance with the State Environmental Quality Review Act.
Conifer president Sam Leone said: “We are honoured to be selected by ESD to lead the redevelopment of the Downstate Correctional Facility. With nearly 50 years of experience and more than 21,000 affordable homes developed across 300-plus communities.”
The plan includes the addition of a playground, a walking trail, and common areas for residents, with further public amenities to be developed in consultation with the local community.
The initial phase, set for January 2026, aims to construct 375 housing units.
At least 20% of these will be permanently affordable for households earning below 80% of the area median income.
The housing mix will feature two-storey duplexes and triplexes, with a minimum of 25% of the units offering three bedrooms.
The development team at Conifer is set to collaborate with local governments and community members to refine the housing strategy for the subsequent phases.
Homeownership opportunities will be considered in the second and third stages of the project.
This project is in line with the recommendations from the Prison Redevelopment Commission, a 15-member panel established by the state governor Kathy Hochul in 2022.
Hochul said: “With this proposal, we are bringing the recommendations of our Prison Redevelopment Commission to life and turning this former prison into affordable new homes and vibrant community space that will serve generations of New Yorkers in Dutchess County and beyond.”
