LLDC approves Carpenters Estate regeneration plan 

The redevelopment includes more than 10,000m² of commercial space and amenities.

The London Legacy Development Corporation's (LLDC) Planning Decisions Committee has given its unanimous approval to the regeneration master plan for the Carpenters Estate development in the UK. 

The scheme, codesigned with residents, will deliver 2,152 homes in London, with half being considered affordable at social rent levels. 

Through its housing company Populo Living, Newham Council will oversee the development of the £1bn ($1.27bn) Carpenters Estate regeneration project following the recent planning consent.  

Populo CEO Deborah Heenan said: “The approval of the Carpenters estate master plan by the LLDC Planning Committee marks a major milestone in our ambitious restoration and regeneration programme.  

“This demonstrates our commitment to transforming the estate into a vibrant community and neighbourhood, providing long-awaited high-quality and sustainable homes for residents.” 

In alignment with the council's Just Transition Action Plan, 314 existing homes on the estate will be retrofitted, making Stratford Newham's inaugural 'Green Zone' neighbourhood. 

The redevelopment includes more than 10,000m² of commercial space and amenities such as cafés, restaurants, shops, and workshop spaces, to boost local opportunities and employment.  

Populo's 'Meanwhile Use' strategy has been employed to maximise the benefits for residents during the waiting period for construction.  

This approach has already led to the transformation of play spaces, new seating installations, and a 40ft community mural on Carpenters Road.  

Upcoming developments include refurbishments by Jan Kattein Architects and transformations by Yes Make, set to begin later this year. 

The project team is led by Tibbalds in the Tibbalds CampbellReith joint venture, with Metropolitan Workshop and Proctor & Matthews Architects collaborating on the master plan, and LDA Design as the landscape architect.
