The Haslevangen project will comprise seven buildings, ranging from four to eight storeys, featuring 136 apartments.
The 186,000ft² bed tower will integrate with the existing campus to meet the growing healthcare needs of the community.
The development aims to establish a major cluster of advanced manufacturing, industrial, and logistics warehouses in the area.
The first phase of the data centre is set to be one of the most advanced facilities in Europe.
The project will see the development of schools, as well as sports and community facilities.
Construction of the tower began in 2013 but was temporarily halted in early 2018.
The health centre has 18 rooms and includes spaces for minor surgical procedures, treatment, consultations, and dental care.
The new facility is designed to serve as a hub for community gatherings.
