The first stage of the development will involve one building with 46 apartments and the other with 63.
The development forms part of the wider Energising Blyth programme.
The scheme will occupy a 16.5-acre site, with half of this area dedicated to green spaces and outdoor amenities.
The installation of the structure was completed during a Network Rail blockade to minimise disruption.
The latest phases entail further revitalising the area with new medical facilities, childcare services, and residential units.
The project forms part of a wider agreement with OSU signed last January.
The work is set to facilitate the import of wind turbine and renewable energy components into the Pilbara area.
One of the five contracts involves work on SaskPower’s Aspen Power Station project.
