VGP Park Ústí nad Labem City is being developed on a brownfield site near the city's centre.
The centre will provide in-depth vocational education in construction trades and other disciplines.
The development encompasses the construction of 50 apartments for individuals with special needs.
The M25 between junctions 10 and 11 was closed for the demolition of the Clearmount bridleway bridge.
The development will feature 337 rental residences and 8,600ft² of retail and restaurant space.
Awarded by Maju Teluk Batik, the latest contract is valued at RM191.13m.
The acquisition is forecast to yield cost synergies of roughly $13m within the first three years.
The facility will cover 3.4 acres and provide approximately 28,000ft² of space.
