
Contracting and interior fit-out group Willmott Dixon and real-estate developer Milligan have been selected by Dover District Council to lead a strategic regeneration initiative aimed at transforming Dover’s town centre into a modern destination in the South East of England.
The partnership, operating under the Pagabo public sector procurement framework, will review council-owned sites to enhance public spaces, boost town centre living, and support mixed-use developments.
This regeneration project is a component of the council’s wider strategy to revitalise the area, creating new opportunities for residents, businesses, and visitors.
The alliance between Willmott Dixon, Milligan, and Dover District Council will explore the potential for a public sector hub in the town centre, which could centralise accessible health and public services.
Previous efforts by the council to rejuvenate the town include the residential development on Leyburne Road, the restoration of the historic Maison Dieu set to reopen next month, and the Market Square revamp featuring the ‘Bench’ building, set for completion next year.
The collaboration will ensure that new developments in Dover respect the town’s heritage while featuring an urban design and meeting community needs.
As the regeneration plans progress, further details on the development sites will be announced.
Dover District Council CEO Nadeem Aziz said: “Dover has incredible potential, but it has not yet been fully realised. Meaningful regeneration takes time and needs collaboration between the public and private sectors.
“We are excited to be working with Willmott Dixon and Milligan to help us take the next steps towards a transformational master plan, blending public and private-sector investment to create a thriving town centre.”
Recently, Willmott Dixon began work on the Whitby Maritime Training Hub in North Yorkshire, which is set for completion by April 2026.
