Torbay Council has formed a partnership with Willmott Dixon and Milligan to deliver several regeneration projects in the UK towns of Torquay and Paignton.
The regeneration partnership is expected to carry out ambitious plans to boost town centre growth throughout the towns.
It will also enable the council to leverage both companies’ development management, funding, and construction expertise to advance projects that have previously received financing from the government.
Willmott Land and Development regional head Chris Wheeler said: “Through this collaboration, we aim to help generate further economic growth, create new job opportunities, and encourage more inward investment into Torbay, so this development will make a lasting contribution to the region’s future prosperity.”
Willmott and Milligan were appointed under Pagabo’s Developer Led Framework.
The partnership’s objective is to redesign town centres, enhance the public realm, repurpose extra retail and vacant stores, and improve town-to-town connection.

Torbay Council leader and councillor David Thomas said: “We are absolutely focused on accelerating the much-needed regeneration projects to ensure Torbay continues to thrive as a place to live, work and visit.
“There are major schemes already underway which show there is huge confidence in Torbay and a bright future for our towns. But we know there are challenges and a lot of work still to do, so the partnership gives a clear signal to everyone that Torbay has an exciting future.”
Willmott and Milligan will focus on projects in the Town Deal at Torquay and Future High Streets at Paignton, both of which received government funding in 2020.
