NEOM, the sustainable region being developed in north-west Saudi Arabia, has announced partnerships with global companies to deliver the planning, design, and engineering of THE LINE’s first phase.
THE LINE is a project aimed at establishing a sustainable urban environment free from roads and cars, blending city vibrancy with the tranquillity of green spaces.
Delugan Meissl Associated Architects (DMAA), Gensler, and Mott MacDonald have been tasked with collaborating on urban and infrastructure design and planning consultancy for the initial phase of the city.
NEOM is leveraging these partnerships to create a sophisticated design ecosystem, employing advanced methodologies to realise THE LINE’s urban objectives.
DMAA is at the forefront as the urban designer, responsible for the concept and detailed master plan of the first phase. DMAA’s role involves integrating expertise in microclimate, ecology, mobility, logistics, and sustainability.
Gensler, as the city’s planning consultant, will navigate the project’s size and complexity. The company’s responsibilities include coordinating city design and leading on planning policies, frameworks, land use, and design compliance.

Finally, Mott MacDonald joins as the city’s infrastructure engineer, tasked with the management of structural and utility systems for the first phase.
The company’s focus is on ensuring the efficiency and sustainability of the city’s design, ensuring it is functional and buildable.
In addition to developing the regional capital projects surrounding THE LINE, NEOM is presently focused on the initial phases of infrastructure development and enabling works for the new city.
With more than 120 foundation piles being cast weekly at the site, THE LINE’s construction is set to be the largest piling operation to date globally.
