Global development and property manager Hines has filed a planning application for a mixed-use project, 18 Blackfriars Road, in Bankside, Central London, UK.

Hines is working with architect Foster+Partners and UK-based consultant Lipton Rogers Developments on this project.

This proposal was designed by Foster+Partners and intends to deliver a new public space and two residential structures offering approximately 400 on-site apartments, of which 40% will be classified as affordable housing.

A 20,000ft² affordable workspace will be planned to encourage local and socially responsible companies. The design seeks to move away from the traditional flat tower office building concept.

The proposals intend to extend on existing approval for two towers on the site by adding three structures, 45, 40, and 22 storeys above the podium, respectively, with the new office building being the tallest at approximately 199m.

The new buildings’ podium will feature retail and dining options, office and residential facilities, cultural and performance venues, and educational spaces, among other flexible uses. The Rotunda, Hatters Yard, and the playground will all be connected on the ground floor.

The design seeks to reduce embodied carbon and achieve a 20% to 30% reduction over the Greater London Authority’s benchmark by employing an all-electric strategy with ground and air-source heating and cooling systems.
