Boulder County in Colorado, US, has started construction on an Alternative Sentencing Facility (ASF) on the property of the Boulder County Jail on Airport Road, Boulder.

The $35.6m facility will be similar to previous ASFs and should keep up to 252 offenders programmed to one of the county’s community-based sentencing initiatives.

Upon completion, this 55,626ft² building will feature community-based classrooms, multiple day rooms, and support areas.

DA Michael Dougherty said: “Thanks to the support of Boulder County community members, the Alternative Sentencing Facility is a great step forward in targeting and addressing the underlying needs of offenders and better preparing them for a successful transition back to the community.

“This ground-breaking is the start of an innovative and more effective approach in helping people and enhancing community safety.”

Construction of the building is anticipated to take a total of 18 months.

Residents of the county approved a tax measure in November 2018 to extend an existing 0.185% sales tax for five years to pay for the development of the new ASF at the Boulder County Jail. They have also broadened the alternative sentencing and offender management programmes.

These initiatives are intended to keep low-risk offenders out of expensive jail beds and improve their future prospects through rehabilitation.

Boulder County commissioner Claire Levy said: “This innovative new facility is the next step in realising our commitment to shift to a behavioural health focus for low-risk justice-involved individuals, supervise offenders in the least restrictive environment that is consistent with public safety, and remove for-profit corporations from our criminal justice system.

“This facility will contribute to making Boulder County a leader in providing a more rehabilitative and therapeutic approach to successful community re-entry.”
