The Government of British Columbia (BC), a province of Canada, has named Cross Fraser Partnership as the preferred proponent for a tunnel project.  

This marks a significant development in the project, which aims to replace the province’s existing George Massey Tunnel with a new toll-free, eight-lane immersed tube tunnel. 

Cross Fraser Partnership comprises four companies: Bouygues Construction Canada, Fomento de Construcciones y Contratas Canada, Pomerleau BC, and Arcadis Canada. 

The team will now work in coordination with the province to support the development phase.  

This phase will promote a transparent and collaborative approach to finalising the tunnel’s design and establishing project costs and risks. 

The Fraser River Tunnel project’s development phase will lead to a design-build agreement, building on the province’s extensive prior design work.

The new tunnel will not only accommodate three general-purpose travel lanes and a dedicated public transit lane in each direction but will also feature a multiuse path for active transportation options. 

Design work for the new tunnel is set to progress in mid-2024 while the environmental assessment continues alongside the design and early works.  

Major construction is anticipated to commence in 2026.  

Additionally, this mid-year period will see the commencement of soil preloading for an extra southbound lane between the Westminster and Steveston motorways in Richmond.  

This will extend Highway 99 to an eight-lane configuration from Westminster Highway in Richmond to Ladner Trunk Road in Delta, aligning with the new tunnel’s completion in 2030. 

Upon completion of the Highway 99 corridor improvements and the new tunnel, the travel speed along the corridor is projected to increase to 80km per hour, a substantial improvement from the current average of 30km per hour. 

BC State Infrastructure and Transit Minister Dan Coulter said: “Dedicated lanes through the tunnel will make public transit along the corridor faster and more reliable, and for the first time ever at this location, people will be able to cross the river on foot or by bike.”
