A joint venture (JV) between Wates Residential and Havering London Borough Council has commenced construction on the first site of the £1.5bn ‘12 Estates’ regeneration programme in London, UK.

The Napier and New Plymouth House site in Rainham, Havering is one of 12 included in the joint venture’s ‘12 Estates’ regeneration programme.

The new project will be located 500m from Rainham Village and Rainham train station and is within the Rainham and Beam Park Strategic Development Area.

It will replace two poor quality 13-storey tower blocks with an integrated new community comprising mid-rise, high-density buildings, arranged around new open spaces and public realm.

The Napier and New Plymouth House site will include 197 new homes with a mix of one-, two- and three-bedroom apartments, of which 64% will be affordable housing.

It will also include a new dedicated cycle route providing links to the existing network and connects to New Road.

Wates Residential said that the residents who have been moved out of the site for the regeneration have been guaranteed the right to return to the new properties.

The regeneration programme will involve the construction of approximately 3,500 high-quality new homes in Havering over the next 12 to 15 years.

Havering Council leader Councillor Damian White said: “This regeneration programme is not just about replacing and improving estates across the borough with new, fit for the future homes.

“We are hugely ambitious for Havering and our residents, by making sure that local people and businesses are at the heart of our joint venture, we can make sure they benefit through education, employment and skills training, and contracts being awarded locally.”
