A joint venture (JV) led by infrastructure firm AECOM with Hill International has secured a $107.4m contract from the New York City Department of Design and Construction (DDC) to develop four new correctional facilities.
The new facilities will be constructed in Manhattan, Brooklyn, Queens and the Bronx. These facilities are expected to allow the closure of the Rikers Island Correctional Facility.
As part of the contract, AECOM-Hill will work as programme management consultants directly with DDC to determine the procurement and develop plans.
In addition, the JV will manage separate design-build teams for the new facilities, which will feature health, educational and re-entry programmes, along with community space.
AECOM-Hill combines Hill’s risk and project management expertise with AECOM’s design-build, programme management and correctional sector experience.

The company will also develop procedures, protocols, forms and programme and project manuals for all aspects of the design-build such as schedule analysis, safety, permitting requirements, risk management and assessment and auditing.
Alongside developing and implementing the design-build programme, the company will have to provide quality assurance/quality control services.
