The Tutor Perini-Nan joint venture (JV) has secured additional scope options worth approximately $232m for the Apra Harbor Waterfront Repairs Project in Guam, US.

This move brought the total value of the contract, awarded by Naval Facilities Engineering Systems Command Marianas, to approximately $563m.

The Apra Harbor Waterfront Repairs Project, a design-build initiative led by Tutor Perini, focuses on rehabilitating the Glass Breakwater and revitalising waterfront areas in Guam damaged by storms, including Typhoon Mawar in May 2023.

Tutor Perini stated that the expanded scope includes reinforcing sections of the Glass Breakwater to mitigate future breaches and conducting shoreline repairs within the inner harbour.

Tutor Perini, the project’s managing partner, will oversee the project through its Guam-based subsidiary, Black Construction, with Nan holding a 30% stake in the JV.

The design phase is currently in progress, with the start of in-water construction set for the fourth quarter (Q4) of 2025 and a projected substantial completion date in July 2029.

The incremental $232m value from the approved options is scheduled to be incorporated into Tutor Perini’s backlog in Q1 2025.

Tutor Perini provides a range of construction services, including general contracting, preconstruction planning, project management, and construction tasks such as site work and steel erection.

In a separate development, Tutor Perini, in collaboration with its other joint JV partner O&G, is finalising a contract for the Manhattan Jail Project in New York, US.

In May 2024, Tutor Perini, alongside Black Construction, secured a contract for a Child Development Center at Andersen Air Force Base in Guam.
