Goldbeck UK, a construction company, is set to build a new County Hall for Cardiff Council in Wales as part of the wider Atlantic Wharf urban regeneration scheme.
The company signed a precontract service agreement with the Cardiff authority to finalise the design and cost of the County Hall before signing a formal development agreement, expected later this year.
The Atlantic Wharf regeneration scheme covers approximately 30 acres and includes a mixed-use development featuring restaurants, bars, residential buildings, leisure facilities, offices, hotels, and cultural spaces alongside a new 15,000-capacity indoor arena.
The project will utilise Goldbeck’s turnkey integrated design and manufacturing approach.
The contract is claimed to be Goldbeck UK’s largest project to date in the country, with the Goldbeck Group’s investment company, Indigo, providing the necessary construction financing.
The new County Hall will be spread over 100,000ft², which is considerably less than the current 277,000ft² office building.

The facility will also feature shared spaces for community events and meetings, as well as studio and production space for the Wales Millennium Centre.
Goldbeck UK managing director Craig Davies said: “The new County Hall to be built by Goldbeck UK for Cardiff Council at Atlantic Wharf will use our industry-leading construction model to deliver an operationally zero-carbon building.
“The new office space will provide a modern working environment more closely tailored to the council’s needs and have significantly lower operating costs to the current building it replaces.”
In April 2024, Goldbeck commenced construction on Lufthansa Group’s new visitor and conference centre near Frankfurt Airport in Germany.
