The UK’s National Health Service Shared Business Services (NHS SBS) has announced a £500m ($514m) framework agreement to assist domestic public sector organisations, including the NHS itself, in decarbonising their respective estates.
The new Decarbonisation of Estates framework agreement supports the NHS in its goal to become the world’s first net-zero national health service, aiming to achieve net zero by 2040 for the emissions it directly controls.
This framework covers a range of work, including internal and external wall insulation, ground-source and air-source heat pumps, electric heating solutions, photovoltaic systems, ventilation systems, and lighting upgrades.
It also encompasses traditional tasks such as window and door replacements, as well as solutions to address dampness and mould in domestic properties.
This comprehensive approach is designed to help public sector estates in the country become cleaner and more sustainable.
The framework agreement was developed through extensive consultation between the public sector and Greener NHS leaders.

By GlobalDataNHS SBS senior category manager Anjub Ali said: “With the announcement of over £1bn for public sector decarbonisation in 2024’s Budget, the Department for Energy Security and Net Zero confirmed funding for the next wave of the public sector decarbonisation scheme.
“This new framework agreement will support the delivery of the NHS’ ambition in ‘Delivering a Net Zero Health Service’ and is a response to the profound and growing threat to health posed by climate change. It is geared towards helping the NHS modernise and decarbonise aged assets and buildings throughout the public sector’s estates.”
The agreement enables both further competition and direct awards across seven geographical regions.
It applies to both public sector projects and domestic properties and can be accessed by all NHS and wider public sector organisations, including local governments and housing associations.
The suppliers awarded the framework agreement include both multinational companies and small to medium-sized enterprises. All have been evaluated based on their capacity to reduce the environmental impact of service delivery through the use of innovative equipment, reduced energy and fuel consumption, and the monitoring of data for retrofit projects.
A total of 18 contractors have been awarded under the framework and these include Kier Construction, Willmott Dixon Construction, Seddon Construction, Equans Regeneration, and more.
