Homes England has received final approval from HM Treasury for a £56m investment aimed at accelerating the regeneration of the northern docklands of Liverpool in the UK.
The investment is earmarked for the Central Docks, the largest of five neighbourhoods within the Liverpool Waters district, a project owned and master-planned by Peel Waters.
The project will facilitate the development of a new public park and essential infrastructure to support approximately 2,350 new homes in the region.
This funding is a key part of the new Labour government’s plan to construct 1.5 million new homes across the UK over the next five years.
Spanning over 2km along the River Mersey, Liverpool Waters has been granted outline planning permission across 60ha. The Central Docks area within it is expected to draw in more than £550m in private investment.
At present, Liverpool Waters is witnessing approximately £1bn in new developments. These new developments will complement the nearly 1,200 homes already completed and occupied in the Princes Dock and Central Docks neighbourhoods.

By GlobalDataIn July this year, the local council’s cabinet agreed to accept Brownfield Infrastructure Land grant funding from Homes England and to act as the accountable body on behalf of Peel Waters. This agreement will facilitate the delivery of site infrastructure and subsequent developments.
The Central Docks scheme is a significant component of Liverpool’s overarching 20-year waterfront plan. This plan supports the construction of 2,000 new homes annually until 2030 and aims to double the number of affordable homes in the city.
The key infrastructure of the 10.5ha Central Docks scheme includes underground utilities, roads, pavements, public parks, green spaces, and public amenities.
Liverpool Waters development director Chris Capes said: “Investment by Homes England in this infrastructure will help lever in at least ten times the amount from the private sector, leading to the complete transformation of the Central Docks neighbourhood and the creation of an inclusive, distinctive and healthy new community.
“Work will start immediately on final stage designs, surveys and site preparation, with the main works starting next spring [early 2025].”
