The Housing Authority of the City of Alameda (AHA) in California, US, and its affiliate Island City Development, have celebrated the commencement of construction of the North Housing Master Plan.  

The North Housing Master Plan represents a multi-year commitment by AHA and Island City Development. 

The plan is aimed at creating 586 homes for low-income residents in need of affordable housing in Alameda.

The first phase of this plan includes the development of Block A, which encompasses The Estuary I, The Estuary II, and Linnet Corner. 

Construction of the first two buildings, which consist of The Estuary I and Linnet Corner, is expected to be completed in late 2025. 

This development aims to provide more than 100 affordable homes through these two new housing projects.

These will cater to homeless individuals, military veterans, and those aged 62 and above. 

The 12-acre site designated for the North Housing project is located at a former naval base. 

This site was transferred to the Housing Authority in 2019 under the Surplus Land Act by the US Department of Navy.  

AHA has invested nearly $15m in loans to Island City Development and has allocated 120 Project-Based Vouchers to support the first phase of the master plan. 

Island City Development is the developer of the project while AHA owns the land.  

HKIT Architects has been appointed as the architect for Linnet Corner, The Estuary I, and The Estuary II, with J H Fitzmaurice serving as the general contractor.  

Upon completion, FPI Management will oversee all leasing and property management services for the properties. 

Building Futures and the Alameda Point Collaborative will provide case management and supportive services for residents at The Estuary I. 

LifeSTEPS will offer similar services at Linnet Corner.  

Bank of America will provide construction financing and serve as the tax credit investor for the first two developments. 

Bank of America San Francisco-East Bay president Gioia McCarthy said: “The North Housing Master Plan in Alameda County is a tremendously important public-private effort that will transform the former Naval Air Station into much needed affordable housing for our most vulnerable community members, including seniors, those at-risk of becoming homeless, and homeless veterans, and families with children.” 

In addition, the project has garnered funding from various sources, including the Bank of Marin, and the US Department of Housing and Urban Development, among others.
